History
In March 1988, the BASF Corporation announced that Terre Haute was one of three
Midwest communities under consideration for the construction of an automotive
paint manufacturing plant. The prospective plant would be located in the Vigo
County Industrial Park in the southern part of Vigo County.
In September 1988, BASF announced that they also planned to build an incinerator to dispose of the hazardous waste from the automotive paint manufacturing plant. Several groups opposed the incinerator, including the Majority of One group, Citizens for a Clean County, and The Environmental Rights Coalition (TERC). In April 1990, TERC brought suit in federal court arguing that the original sale of the Industrial Park land was illegal. TERC argued that when the U.S. General Services Administration originally sold the land to Vigo County, the GSA was in violation of federal environmental regulations because it had not completed an environmental impact statement.
In September 1990 BASF abandoned its plans to build the paint plant and
incinerator after the judge assigned to the case agreed to hear TERC's request
for a preliminary injunction against Vigo County's selling the land to BASF.
Content and Scope of Collection
This collection consists of materials received by the Vigo County Public Library's Reference Department from BASF, Citizens for a Clean County and Majority of One during the debate over the plant. These materials include BASF publications, magazine and newspaper articles, federal and state government reports, advertisements, general letters to Vigo County citizens, and newsletters.
The Majority of One group organized their materials into 54 exhibits. A small number of these items were missing when this inventory was written. The collection also includes an extensive number of newspaper clippings about the controversy originally assembled by the VCPL's Reference Department for its Community Affairs Files.
