Dear Sir
I hereby in form
you that John L Walsh, Treasure of Vigo
County contends that the act of March 31st
1879 “Entitled” An act fixing certain fees
to be taxed etc” is now in force and that
the act approved March 6th 1891, being an
act Entitled “An act concerning Taxation & [Cr.?]”
has been by the Supreme Court of Indiana
held unconstitutional and that therefor a
Said Treasurer, claims that his settlements
Should be made in accordance with
the provisions of Said act of 1879 and refuses
to make a settlement otherwise than is
there in provided, Therefore to the end that
there may be a Speedy Judicial determination
as to the Law under which Treasurers
Shall make there Settlement, I respectfully

be commenced against Said Treassurer
in manner and form as provided
by Law.
