A little known fact imperils our nation's collective efforts to end mass incarceration: Major cities such as New York, Chicago and Los Angeles no longer bear the heaviest burden. Instead, small cities, towns and rural counties grapple with the nation's highest incarceration rates. Jasmine Heiss, Director of Outreach and Public Affairs Strategist for Vera Institute of Justice's In Our Backyards initiative, will discuss the shifting geography of mass incarceration and how Vigo County has been impacted by its own higher incarceration rate.
